The current constitution is the third one in Lostisland’s history and was adopted on January 17, 2024, through a universal referendum of Lostislandic citizens.

PREAMBLE
We, the People of the Federal Republic of Lostisland, united by the sacred principles that define our sovereignty and self-determination, hereby institute this Constitution. With an unwavering dedication to freedom, democracy, and the inherent dignity of every individual, we aim to ensure the peaceful coexistence of all our citizens and the prosperity of our great nation.
Recognizing that nationality is not an immutable construct, but rather a product of self-determination,
Affirming our inherent right to self-identify, regardless of our national or cultural origins,
Dedicated to upholding both the sovereignty of the individual and the sovereignty of Lostisland under the umbrella of international law,
Committed to cultivating an inclusive society that embraces diversity in all its manifestations,
Acknowledging the paramount importance of cultural and intellectual exchange as a foundation for progress,
Pledging to resolve disputes through diplomacy and to uphold the tenets of international law,

To this end, we ordain and establish this Constitution to guide our nation toward a future of peace, prosperity, and shared ideals. This Constitution stands as the supreme law, delineating the framework of our government, the rights of our citizens, and the values we uphold for generations to come.

CHAPTER I: NAME AND SOVEREIGNTY
ARTICLE 1: SOVEREIGNTY AND TERRITORIAL CLAIMS
- The Federal Republic of Lostisland, hereafter referred to as “Lostisland,” is a sovereign entity of international law. Lostisland’s sovereignty emanates from its people, and it is founded on the firm belief that nationality is not an immutable construct but rather a product of self-determination.
- Lostisland does not assert territorial claims over the land of any existing sovereign state. In recognition of historical and cultural significance, Lostisland maintains a symbolic claim over Hunter Island in the South Pacific and Alexander Island in Antarctica. This symbolic claim is not intended to challenge the sovereignty of other nations over these territories and should not be construed as such.
- Lostisland, for ease of operation, may establish itself as or operate via a corporation or legal entity in a foreign jurisdiction, which does not diminish Lostisland’s sovereignty.
CHAPTER II: PRINCIPLES OF LOSTISLAND
ARTICLE 2: SOVEREIGNTY OF THE INDIVIDUAL
Each citizen of Lostisland is recognized as a sovereign individual, free to express their beliefs, thoughts, and opinions without fear of discrimination or persecution.
ARTICLE 3: SOVEREIGNTY OF LOSTISLAND
Lostisland stands as a sovereign entity under the principles of international law. Our right to self-determination is paramount, and we maintain a distinct identity.
ARTICLE 4: SELF-IDENTIFICATION
Lostislandians have the right to self-identify as citizens of Lostisland, irrespective of their national or cultural backgrounds. Nationality is a matter of personal choice and self-determination.
ARTICLE 5: FREEDOM AND DEMOCRACY
Lostisland upholds the values of freedom and democracy, where citizens have the right to participate in the decision-making process, elect leaders, and contribute to the nation’s development.
ARTICLE 6: INCLUSIVITY
Lostisland welcomes individuals from all walks of life, regardless of their race, religion, gender, or sexuality. Inclusivity is celebrated, and diversity is embraced.
ARTICLE 7: CULTURAL AND INTELLECTUAL EXCHANGE
Lostisland encourages the exchange of cultural and intellectual ideas among its citizens. This fosters a rich tapestry of experiences and knowledge within the nation.
ARTICLE 8: NON-AGGRESSION
Lostisland is committed to peaceful coexistence and non-aggression. Conflicts are resolved through diplomatic means, respecting the sovereignty of other nations.
ARTICLE 9: RESPECT FOR INTERNATIONAL LAW
Lostisland adheres to international law. We engage in peaceful relations and cooperation with the global community.
ARTICLE 10: ENVIRONMENTAL STEWARDSHIP
Lostisland is dedicated to environmental preservation and sustainability. We recognize the importance of protecting our planet for future generations.
ARTICLE 11: INNOVATION AND PROGRESS
Lostisland encourages innovation and progress in various fields, from technology to the arts. We believe that progress benefits society as a whole.
CHAPTER III: NATIONAL SYMBOLS
ARTICLE 12: FLAG
- The Flag of Lostisland consists of four blue quarters divided by a white cross and a triangle on a 2:3 banner.
- The color blue symbolizes the sky and the ocean, the clearness of ideas, and the glory of the nation.
- The color white symbolizes the transparency of the governmental system and openness to new ideas.
- The National Standard Guidelines determine the dimensions and colors of the Flag of Lostisland.
ARTICLE 13: COAT OF ARMS
- The Coat of Arms of Lostisland features:
- A white pigeon with an olive branch, referencing Genesis 8:10–11, symbolizing a new era and global peace.
- The Eye of Providence, a non-denominational symbol of Deity, reflecting the belief of the founders of Lostisland in a Supreme Creator, the Great Architect of the Universe.
- Greek letters Α and Ω, symbolizing the beginning and the end.
- Two dolphins, symbolizing nature, the oceans, and the Earth.
- The Crown of Pavlov, honoring the historical ties of Lostisland to the Pavlovian monarchy.
- A ribbon below the Coat of Arms featuring the year of foundation of Lostisland (2008) and the national motto “In nomine libertatis,” which translates to English as “In the name of liberty.”
- The National Standard Guidelines determine the design of the Coat of Arms of Lostisland.
ARTICLE 14: ANTHEM
The Anthem of Lostisland is a 2009 composition by Stepan I.
ARTICLE 15: NATIONAL STANDARD GUIDELINES
The National Standard Guidelines, published by the Government of Lostisland via its corresponding department, regulate the use of national symbols and their appearance.
CHAPTER IV: STATE STRUCTURE
ARTICLE 16: STATE POWER
The President, the Prime Minister, the Government, and the courts shall exercise state power in the Federal Republic of Lostisland.
ARTICLE 17: PRESIDENT
- The President shall be the head of the State.
- The President shall be the guarantor of the Constitution of the Federal Republic of Lostisland and the rights and freedoms of individuals.
- According to the rules established by the Constitution of the Federal Republic of Lostisland and her laws, the President shall determine the guidelines of the internal and foreign policies of the State.
- As the head of the State, the President represents the Federal Republic of Lostisland inside it and in international relations.
- The President shall be elected for a term of four years by citizens of the Federal Republic of Lostisland on the basis of universal, equal, and direct suffrage by secret ballot. However, the first presidential election will take place after a succession event or voluntary resignation of Yaroslav Mar, who serves as the President for Life by virtue of being the Founder of Lostisland.
- Any citizen of the Federal Republic of Lostisland not younger than 18 years of age may be elected President.
- One and the same person may not be elected President for more than two terms.
- The President shall:
- Appoint the Prime Minister after their election on the basis of universal, equal, and direct suffrage by secret ballot.
- Adopt a decision on the resignation of the Government of the Federal Republic of Lostisland.
- Appoint and dismiss members of the Government of the Federal Republic of Lostisland upon nomination by the Prime Minister.
- Appoint and dismiss judges of the Supreme Court and the Prosecutor General upon nomination by the Prime Minister.
- Form and head the Council of Elders of the Federal Republic of Lostisland.
- Appoint and recall diplomatic representatives of the Federal Republic of Lostisland in foreign States and international organizations.
- Announce the election of the Prime Minister according to the Constitution of the Federal Republic of Lostisland.
- Govern the foreign policy of the Federal Republic of Lostisland.
- Hold negotiations and sign international treaties and agreements of the Federal Republic of Lostisland.
- Solve the issues of citizenship of the Federal Republic of Lostisland.
- Decorate with state awards of the Federal Republic of Lostisland, higher military and higher special ranks.
- Decide on pardoning.
- Announce constitutional and otherwise referendums following the requests of citizens.
- The President may establish agencies and departments outside the government, provided that such establishments do not contravene other provisions of this Constitution.
- The President shall issue decrees.
- The President shall possess immunity.
- The President shall take up their powers from the moment of taking the oath of loyalty and cease to fulfill them with the expiration of the term of office and from the moment a newly-elected president is sworn in.
- The President shall cease to exercise their powers short of the term in the case of their resignation, consistent inability because of health reasons to exercise the powers vested in them, or in case of impeachment. In this case, the election of the President shall take place not later than three months from the termination of the powers short of the term.
- In all cases when the President is incapable of fulfilling their duties, they shall be temporarily fulfilled by the Prime Minister. The Acting President shall have no right to call an election for the office of President, call a referendum, or submit proposals on amendments to, and review of, the provisions of the Constitution of the Federal Republic of Lostisland.
- The President may be impeached by the Supreme Court of Lostisland only on the basis of charges of high treason or another grave crime, advanced by the Government of the Federal Republic of Lostisland and confirmed by the conclusion of the Supreme Court of Lostisland on the presence of the elements of a crime in the actions of the President. Yaroslav Mar, the President for Life, may not be impeached or otherwise removed from power.
ARTICLE 18: PRIME MINISTER AND THE GOVERNMENT
- The Prime Minister, along with the Deputy Prime Minister, jointly constitutes the head of the Government. The Deputy Prime Minister shall substitute the Prime Minister when the latter is incapacitated, unavailable, or when the Prime Minister has delegated some of their authority to the Deputy Prime Minister. In the event of the death or permanent incapacitation of the Prime Minister while in office, the Federal Deputy Prime Minister shall assume the role of Prime Minister and serve the remainder of the term.
- The Prime Minister shall be responsible for implementing the policy of the government as decided by the President.
- The Prime Minister and the Deputy Prime Minister shall be elected for a term of four years by citizens of the Federal Republic of Lostisland on the basis of universal, equal, and direct suffrage by secret ballot.
- The Prime Minister and the Deputy Prime Minister shall run on a joint ticket and serve the same term.
- Any citizen of the Federal Republic of Lostisland not younger than 18 years of age may be elected Prime Minister or Deputy Prime Minister.
- The jurisdiction of the Prime Minister includes:
- Hearing of annual reports of the Government of the Federal Republic of Lostisland on the results of its activity.
- Nominating members of the Government of the Federal Republic of Lostisland to the President for both appointment and dismissal.
- Nominating candidates for judges of the Supreme Court to the President
- Nominating candidates for the office of the Prosecutor General, including the authority to recommend their dismissal if necessary.
- If, within 30 days after their election, the Prime Minister and the Deputy Prime Minister have not assembled the government, the runner-up ticket from the same election becomes Prime Minister and Deputy Prime Minister, respectively.
ARTICLE 19: JUSTICE
- Justice in the Federal Republic of Lostisland shall be administered by the Supreme Court.
- The Supreme Court of Lostisland shall consist of a maximum of eleven judges, with an odd number of judges to prevent tie votes.
- Judges of the Supreme Court are appointed by the President upon nomination by the Prime Minister and serve for life unless they choose to resign voluntarily or cease to be Lostislandic citizens.
- The Supreme Court of Lostisland, upon the requests of the President, the Prime Minister, or the Government of the Federal Republic of Lostisland, shall give its interpretation of the Constitution of the Federal Republic of Lostisland and laws or intervene when there is a legal vacuum or conflicting pieces of legislation.
- Acts or their provisions recognized as unconstitutional shall become invalid; international treaties and agreements not corresponding to the Constitution of the Federal Republic of Lostisland shall not be liable to enforcement and application.
- Any citizen of the Federal Republic of Lostisland may appeal to the Supreme Court if they feel their rights as granted by the Constitution of the Federal Republic of Lostisland have been violated.
ARTICLE 20: PRAESES OF THE SUPREME COURT
The Praeses of the Supreme Court of Lostisland shall be elected by the members of the Supreme Court of Lostisland from amongst themselves.
ARTICLE 21: PROSECUTOR GENERAL
- The Prosecutor General, who is the head of the Office of the Prosecutor General, shall serve as the guardian of justice and the legal custodian of the rights and interests of all citizens within the jurisdiction of Lostisland.
- The Office of the Prosecutor General shall have the authority to uphold the law and protect the rights and interests of Lostislandic citizens.
- The Prosecutor General shall be appointed and dismissed by the President upon nomination by the Prime Minister.
ARTICLE 22: COUNCIL OF ELDERS
- The Council of Elders of the Federal Republic of Lostisland is an official advisory and deliberative body to the President of the Federal Republic of Lostisland.
- The composition and protocol of the Council of Elders shall be determined by the President.
CHAPTER V: GOVERNANCE AND DEMOCRACY
ARTICLE 23: DIRECT DEMOCRACY
- All citizens of the Federal Republic of Lostisland above the age of 16 shall comprise Lostisland’s legislature.
- The voting age in Lostisland shall be 16 years.
- Any group of at least five citizens may initiate a constitutional or otherwise referendum. Such referendums shall be called by the President.
ARTICLE 24: OATH OF OFFICE
- Upon assuming the office of President, the President shall take the following oath of office:
“I, [President’s Name], in the presence of the citizens of the Federal Republic of Lostisland, do solemnly swear (or affirm) that I will faithfully execute the esteemed office of President. With unwavering resolve, I pledge to preserve, protect, and defend the Constitution of Lostisland, safeguarding the principles it enshrines.
In this profound moment, I invoke the wisdom and guidance of the Great Architect of the Universe, beseeching divine providence to illuminate my path and grant me the strength and discernment needed to serve our nation with honor and integrity.
I commit to upholding the 10 Principles of Lostisland: Sovereignty of the Individual, Sovereignty of Lostisland, Self-Identification, Freedom and Democracy, Inclusivity, Cultural and Intellectual Exchange, Non-Aggression, Respect for International Law, Environmental Stewardship, and Innovation and Progress.
May my actions and decisions be a beacon of hope, progress, and unity for all citizens of Lostisland, now and for generations to come.” - Upon assuming the office of Prime Minister, the Prime Minister shall take the following oath of office:
“I, [Prime Minister’s Name], in the presence of the citizens of the Federal Republic of Lostisland, do solemnly swear (or affirm) that I will faithfully execute the esteemed office of Prime Minister. With unwavering resolve, I pledge to uphold the Constitution of Lostisland and to act in the best interests of the nation and its citizens.
In this profound moment, I invoke the wisdom and guidance of the Great Architect of the Universe, beseeching divine providence to illuminate my path and grant me the wisdom and strength required to serve our nation with honor and integrity.
I commit to upholding the 10 Principles of Lostisland: Sovereignty of the Individual, Sovereignty of Lostisland, Self-Identification, Freedom and Democracy, Inclusivity, Cultural and Intellectual Exchange, Non-Aggression, Respect for International Law, Environmental Stewardship, and Innovation and Progress.
May my leadership contribute to the prosperity, unity, and well-being of all citizens of Lostisland, now and for generations to come.” - Other officials of the Federal Republic of Lostisland shall take an oath appropriate to their office, pledging to uphold the Constitution and the principles of Lostisland. The form of these oaths shall be determined by law.
- When taking the oath, individuals may choose to lay their hand on either the Constitution of Lostisland, their religious text, or ‘On the Origin of Species’ by Charles Darwin and omit the invocation of the Great Architect of the Universe if they are non-religious. The choice of text is a matter of personal belief and conviction.
CHAPTER VI: CITIZENSHIP
ARTICLE 25: SELF-IDENTIFICATION AND PERSONAL CHOICE
Lostisland does not differentiate between Nationality and Citizenship. As established in Article 4 of this Constitution, Lostislandians have the right to self-identify as citizens of Lostisland, irrespective of their national or cultural backgrounds. Nationality is a matter of personal choice and self-determination.
ARTICLE 26: MODES OF ACQUIRING LOSTISLANDIC CITIZENSHIP
Lostislandic citizenship may be obtained through one of the following modes:
- Jus Sanguinis: By being born to or adopted by a Lostislandic citizen.
- Naturalization: Through a formal process of application and approval as prescribed by law.
ARTICLE 27: ACTIVATION OF CITIZENSHIP FOR NATURAL-BORN CITIZENS
Natural-born citizens of Lostisland need not apply for citizenship. Their citizenship is considered inactive until they or their legal guardians, if they are still underage, notify the appropriate Lostislandic authorities of their intention to register it.
ARTICLE 28: GRANTING AND REVOCATION OF CITIZENSHIP
Lostislandic citizenship is granted and revoked by the President of Lostisland. In granting and revoking citizenship, the President is guided by the principle of reasonableness.
ARTICLE 29: CITIZENSHIP APPLICATION AND RENUNCIATION
An individual who wishes to obtain or renounce Lostislandic citizenship shall do so by filling in the Citizenship Application Form or the Citizenship Renunciation Form, as prescribed by law.
ARTICLE 30: NOTIFICATION OF LIFE EVENTS
A Lostislandic citizen shall notify Lostisland within 30 days of any changes in their civil status and other important life events, including but not limited to birth or giving birth, marriage, divorce, and death. These notifications may be submitted by the citizen themselves or their legal representative.
ARTICLE 31: REINSTATEMENT OF CITIZENSHIP
A former citizen who deems that the revocation of their citizenship was unreasonable may petition the Supreme Court of Lostisland for reinstatement as prescribed by law.
ARTICLE 32: MULTIPLE CITIZENSHIP AND NATIONALITIES
Lostisland does not limit the number of other citizenships and nationalities its citizens may hold. However, additional requirements may be set forth for diplomats and government officials, as prescribed by law.
CHAPTER VII: CONSTITUTIONAL AMENDMENTS
ARTICLE 33: AMENDMENTS TO THE CONSTITUTION
The Constitution of Lostisland may be amended to reflect the evolving needs and aspirations of the citizens.
ARTICLE 34: PROPOSAL OF AMENDMENTS
Proposals for constitutional amendments may be initiated by the President, the Prime Minister, or any group of at least five citizens of Lostisland above the age of 16.
ARTICLE 35: REVIEW AND APPROVAL
Proposed amendments shall be reviewed and approved through a referendum called by the President. All citizens above the age of 16 shall be eligible to vote in such referendums.
ARTICLE 36: RATIFICATION
An amendment shall be considered ratified when it receives the affirmative vote of at least a 2/3 majority of citizens participating in the referendum.
ARTICLE 37: IMMEDIATE EFFECT
Amended provisions of the Constitution shall take immediate effect upon ratification unless otherwise specified in the amendment itself.
