Military ranks below the Table of Ranks: Private (Army), Seaman (Navy) (assigned at war time in case of general mobilization).
- Civil and military officers of 2 – 4 ranks are appointed directly by Presidential Decree, or on the proposal of the superiors and by Presidential Decree.
- Civil and military officers of the 1st rank are appointed by Presidential Decree.
- Civil and military officers of 5th rank are appointed by Presidential Decree or by decrees of the Ministers.
- Presidential Decree may revoke any appointment.
