The Federal Intelligence and Security Service is the first line of defense in the Federal Republic of Lostisland. We are tasked with gathering foreign and domestic intelligence, ensuring security in all forms, and handling investigations on behalf of the President. As such, we are beholden to the Lostislandic people and their interests first. We are also the only organ of the Lostislandic government able to handle investigations deemed too sensitive for the Ministry of State Security or the Prosecutor-General’s Office, and as such are a vital tool in combatting corruption on all levels of civil service. What we do
The Federal Intelligence and Security Service is, first and foremost, the totality of the Lostisland intelligence community. Our primary duties are collecting intelligence relating to national security, such as foreign threats, internal misconduct or corruption, espionage, military intelligence, and more. We are also the primary organ in collecting intelligence on citizens suspected of violating the interests or law of Lostisland. As the federal intelligence agency, the FISS is also tasked with doing background checks on applicants for government positions, as well as issuing Security Clearances for high-ranking officials.
HOW DOES AN INVESTIGATION WORK?
The FISS will launch an investigation at the behest of the Director-General based on new intelligence, by order of the President, or by a continuation of an investigation launched by the Ministry of State Security or the Prosecutor-General. During the investigation, the Director-General will deliberate and may call upon specialist skills or informants. Every investigation will conclude in a written report, which will be shared with the President and other interested parties within the government, provided they have a Security Clearance.
WHO IS THE HEAD OF THE FISS?
The Director-General is the head of the FISS. The identity of the person occupying the seat is subject to confidentiality. The Director-General has professional and personal experience in cybersecurity, IT, programming, hacking, etc.
WHAT ARE THE PRIMARY ACTIVITIES OF THE FISS?
Day-to-day activities include intelligence gathering, conducting surveillance, compiling reports, and assisting the government of Lostisland in criminal investigations. We also answer questions from citizens and maintain active registries.
DOES THE FISS HAVE LAW ENFORCEMENT AUTHORITY?
No. The FISS is not able to arrest, convict or prosecute anyone. We collect and supply intelligence to Lostislandic law enforcement, and as such will usually deliver a verdict in the form of a recommendation. Lostislandic law enforcement may act for or against this recommendation as they see fit in their prosecution.
Who we are
The FISS is a small, international team of specialists in their field. We have expertise in cyber-security, encryption technologies, IT infrastructure, programming, hacking, social engineering, big data organization, and more. We are constantly expanding our skills and acquiring new tools. Due to the clandestine nature of our work, and our relatively small size, all communication goes directly to the Director-General.
The headquarters of the FISS is a small, clandestine location somewhere in Europe. It houses the office of the Director-General, the FISS Archives, and a lot of the tools used by the agency.
In the official documentation, the FISS will use the “FISS shield,” which has the name of the agency above two crossed keys. The keys are meant to symbolize secrecy. Below is the motto of the agency; PER FAS ET NEFAS, which is usually translated to mean “by any means necessary.”
If you have been a witness or privy to any activity constituting a criminal or punishable offense within a Lostislandic office, you can inform the FISS, who may or may not launch an investigation.
WHAT CONSTITUTES AN OFFENSE?
A number of incidents may constitute an offense that is of interest to the FISS, and Lostisland in general. Examples of offenses that would, in most cases, cause the FISS to open an investigation include, but are not limited to the following:
- Embezzling, stealing, diverting, or obscuring funds
- Misuse of personal data, including unauthorized sharing
- Disregarding the personal safety of employees, guests, visitors, etc.
- Bullying, degrading work environment, sexual misconduct, threatening or hostile behavior
- Spying, or illicit sharing of information on behalf of another party
- Gross incompetence, falsified or misleading credentials
If you decide to report an incident using the whistleblower channels of the FISS, it is important that you do not contact any form of media, high-ranking government official or institution, or additional witnesses to these offenses beforehand. If an investigation is launched, and you know of others who may have relevant information or testimony, the FISS will contact them.
HOW TO WHISTLEBLOW
If you have decided to become a whistleblower, there are a few preparations you can make. First, gather all relevant information you have. Paperwork, video, audio recordings, pictures, and more that will be of relevance. We would rather have too much than too little to work with. You can then contact the FISS in two ways; the first is to write a regular e-mail to email@example.com, or our secure e-mail firstname.lastname@example.org with the subject matter “WHISTLEBLOWER”. If you wish to remain anonymous, we recommend setting up an easy, encrypted e-mail address for this purpose. ProtonMail is our recommended option. In either case, please provide the following information in your e-mail:
- Your first and last name (if you wish to remain anonymous, a nickname)
- Your position within the Lostislandic office in which the offense (s) took place
- A detailed description of the offense (s) and the people involved
- If not anonymous, please clarify whether or not you wish to be implicated as a witness in case of a criminal trial
If you have chosen to provide your identity, and an investigation is launched, you will be briefed on relevant updates, even if you have chosen not to be implicated as a witness, unless you specifically ask us not to update you. Whistleblowers do not receive any financial benefits from whistleblowing.

The FISS is a very small team and prefers to stay that way. Every new employee goes through a background check, rigorous vetting, and months of trust-building. The Director-General is the only member of the FISS team that has the ability to hire someone, and only by approval from the President. - TECHIES: People who have experience with programming, cyber-security, database management, hacking, etc.
- POLYGLOTS; People who are able to translate from various languages into English
- VETERANS; People who have served in any military capacity
- Members of new-state projects (micronations)
